But Spurs halved the deficit when Dele Alli converted the visitors’ first shot on target.
City winger Raheem Sterling should have had a penalty but was denied and just a minute later Son Heung-Min made it 2-2 to stun the stadium.
Pep turned to new signing Gabriel Jesus for inspiration at the death, and the new signing started sensationally, firing a low ball across the box, heading just over and then scoring what he thought was the winner before he was flagged offside.
A point wasn’t what the home fans wanted and Pep couldn’t believe they hadn’t won, but bigger deficits than nine points have been made up and City need to believe.
